Attendance: 15 The meeting was called to order at 7:05pm by Geoffrey Dunne. Public Safety report was given by new Atlanta Police Officer Panter who related details of recent armed auto theft in which the suspect was arrested and vehicle returned. She also invited neighbors to come along with her on patrol through the hood sometime. Longtime Lake Claire neighbor Rocky Thompson spoke in regard to Oct 5th disbanding of the Clifton Presbyterian Church which was originally established in 1924! The Church shelter which was begun in 1979 will continue for at least another five years in community outreach programs for both handicapped and homeless. Susan Casey has volunteered as Lake Claire representative to the church board. Geoffrey Dunne read Ryan Gesser's most recent McLendon Avenue update in which City official Lorn Whittiker now indicated construction is delayed-possibly starting the end of October. Improvements still include repaving, the Howard Circle traffic- calming "ellipse," and median island at Lakeshore/Claire/McLendon. Plants for this island and the oft- mentioned bike lanes are questionable. VP-Zoning Kathy Evans announced the formation of a "Friends of the Forest" group dedicated to help preserve the 20 plus acres of the Frazer Center's woods. Inspired by a recent Greenspace Conference, she asked for a vote for LCN to declare our intent to the board-it passed 13-0. Treasurer's report was handed out and neighbor Ted Brodek suggested that some of our funds should be earmarked for various local charities and causes. Geoffrey Dunne then spoke of two variances which are still not quite ready for the NPU- specifically 277 Matthews and 276 Arizona Ave. Kathy Evans did an update on the still pending 595 Harold Avenue situation which included a letter to the BZA and another court date set for Sept 23. Signatures were collected for an amicus curia brief. General announcements followed. The 2004 LCN Officer Elections are to be held in November and once again candidates are needed. Also there were reminders of various upcoming events such as The Candler Park Fallfest, East Atlanta Village Strut, Little Five Points Halloween Parade and the Land Trust Oktoberfest. Meeting convened at 6:15 p.m. July LCN newsletter passed around with agenda. Susan Beeching relayed news from VP-Public Safety Carol Mercer in regard to wild dog pack in adjacent neighborhoods. There will be a guest speaker at general meeting representing Democratic contender for President Howard Dean. McLendon Avenue Study Rep Ryan Glesser will also speak. Neighbor Dan White attended this Xcom to update the officers re Harold Avenue situation. Kathy Evans stated that DeKalb Avenue Study Committee should be listed with City of Atlanta on-line directory and she will also be doing a tour of our neighborhood for Mary Norwood's Infill Development Task Force. LC Zoning Committee should vigorously review variances prior to monthly meetings so that they are more precise and clear for presentation and vote. July LCN meeting will include variances for 276 Arizona (Charlie Pope) and 2026 Palifox (John Buchner). There was also mention of the upcoming LCN officer election and urgent need for a nominating committee. Meeting adjourned 6:45 p.m. ----------------------------------------------------------------- General Meeting 2003 Jun 19 Frazer Center Officers present: Susan Beeching, Teri Stewart, Kristin Chapman, Kathy Evans and Geoffrey Dunne. Attendance: 35 President Beeching calls meeting to order at 7:10 p.m. LC neighbor and boardmember of the Freedom Park Conservancy Andrea Rimer announced the opening of the King-Carter trail with dedication on June 27. A neighborhood vote is then taken (27-0) to support the City's position to oppose the rezoning of at 595 Harold Avenue. A letter will be forthcoming to make LCN position known. McLendon Ave Study rep Ryan Gesser said that disabled access and the bike paths may not be included. Dennis Hoffarth is to help co- ordinate our planning efforts with the City. VP-Public Safety Carol Mercer was not present but Officer Paden reported on car theft and break-ins and other larcenies and asked for our cooperation. There followed discussion of electronic speed signs (they work), the McLendon flasher and crack houses. NPU rep Geoffrey Dunne promised to send out Harold Ave vote to his superiors and told folks not to forget to vote on NPU bylaws June 28 in L5P. VP-Finance Kristin Chapman handed out treasurer's report. She then announced DeKalb Ave Study meeting on June 21. The most recent meeting with other neighborhoods included the following wish list: reduction of speed, improvement on the safety of the third lane, a good mix of residential with commercial, emphasis on "pedestrian friendly," improve MARTA walls, and more green and less concrete landscape. VP-Zoning Kathy Evans brought up Bush plans for the National Forests and pleaded for neighbors to write, call or email their views. Kathy also introduced variance at 276 Arizona Ave, Charlie and Danny Pope brought sketches and explained that they wish to put a duplex there but need neighbor input and adjustment to save a 36 inch oak tree and the pedestrian entry to the land Trust. Zoning would be needed to change from C2 to R5. Heated discussion ensued with elevation being a sticking point. A vote was taken to defer (12-6). The Popes will be back next month with better idea of plans. VP Communication Teri Stewart announced that LCN minutes are now up-to-date on the website. Meeting called to order at 6:13 p.m. June agenda handed out. The upcoming zoning review board appeal re 595 Harold Avenue was discussed. Per city official Mr Koplan the center parcel was never a lot of record. At the appeal developer Wesley Arch will be represented by law firm of Smith, Gambrell and Russell with lead attorney Brian Daughdrill. Neighbors Dan White and Mary Jo Bryan have requested that at the June LCN meeting neighbors vote to show their support of this city ruling. Newsletter will reflect all pertinent information. Teri Stewart brought up LC Welcome signs to be sold as a fund-raising idea. She also asked that more copies of the backyard wildlife sanctuaries requirements be handed out a June meeting. There will be an announcement of the Dekalb Avenue Study meeting on June 21 at Fellini's. A variance re 276 Arizona Ave will be presented by Charlie and Danny Pope. Neighborhood Leadership Conference will be held Mon. June 30 at 630p with main topic about neighborhood associations. The recent movie nights May 30/31 raised $250 fro LC Park. President Susan Beeching opens the meeting at 7:10pm. A new streamlined meeting format is introduced with printed agenda that is clear, well organized and fast. There are no elected officials present this evening. VP-Public Safety Carol Mercer with Officer Ruby Naylor commented on rise in identity theft, that our local beat is to be enlarged, and that sex crimes unit is still investigating McLendon Avenue Flasher. LC Neighbor and APAB president Bob Schrieber next spoke of the impending rise in Atlanta water/sewer bills as high as $150 a month in the next 7 years partly due to the City being fined by the EPA $3.4 million and $800 million cost for sewer repairs. Bob handed out flyers about how to approach city officials re these rate hikes. Neighbor Dan White provided an update on efforts to save old growth trees and the springhead and creek at property at 595 Harold Ave. He urged attendance at the May 28 Tree Commission Hearing as well as BZA hearing Jun 20. Developer Clayton Preston then spoke that he is willing to give 1 % of profit from the lots to LCN and promised creek restoration. There is still however the "three houses on two lots" question to be resolved. McLendon Avenue Study Rep Ryan Glesser was not present but a handout was circulated that paving will be forthcoming in August but bikepaths are not likely. In regards to possible development on DeKalb Ave VP-Finance Kristin Chapman handed out a paper detailing neighborhood commercial zoning. NPU Rep Geoffrey Dunne discussed the 7 neighborhoods that make up NPU-N which meets at Epworth Church the 4th Thursday of each month. Also noted was the NPU bylaws vote takes place at L5P Community Center Sat. Jun 28 from 1030-1730 EDT. VP-Communication Teri Stewart brought forth information for urban wildlife refuges (certified by The National Wildlife Federation and Audubon Society) and encouraged neighbors with suitable properties to apply. Neighbor Bruce Fort announced LC Park Clean-Up May 17 and the LC Park movie nights May 30/31. VP-Kristin Chapman pleaded for some sort of 2003 fund raising to help out the treasury -perhaps yard sales, t-shirts with 30307 and anything besides a tour of homes! VP-Zoning Kathy Evans introduced 420 Harold Ave variance re adding second story the house and rebuilding of larger detached garage. After homeowners presentation there is a vote taken and variance is approved with 14 in favor. Kathy also mentioned her concern for Lake Claire's trees and need for better sidewalks. As member of the Board at the Frazier Center Robert Reed asked for LCN financial assistance for much-needed renovations. VP-Finance Kristin Chapman mentioned yearly budget and handed out treasurer's report. VP-Communications Teri Stewart requested a volunteer assistant to LCN Webmaster Dennis McCarthy. Thanks to much recent rain the subject of West Nile Virus and mosquito control was discussed. President/Newsletter Editor Susan Beeching pleaded for articles for our monthly fishwrapper. Park Czar Bruce Fort announced May 30 and 31 Movie Nights in LC Park. $5 donation suggested to pay for screen rental and popcorn machine. A neighborhood wide Yard Sale mentioned as possible LC fundraiser but goes nowhere. Three variances were then introduced by VP-Zoning Kathy Evans. 2118 Palifox Drive is approved with 14 votes.420 Harold Avenue is deferred until input from adjacent neighbors is received. 1986 Palifox is approved with 15 votes. NPU Rep Geoffrey Dunne gave update on recent CDP land meeting and expressed concern over future in-fill developments in our hood. VP-Public Safety Carol Mercer announced that Bud Watson has been promoted and his position will be filled by Officers Williams and Panter. They warned us again of hiring unknown persons for yard work and are working on the neighborhood flasher. Elizabeth Knowlton announced re her MARTA bus pledge cards from last month that she only got six responses. SEMBLER developer rep. Gil Salade did a presentation of the future Moreland mall. Neighbors brought forth many comments about displacement of poor and lower income residents, traffic, environmental problems, lack of green space, and negative effect on other businesses nearby. VP-Zoning Kathy Evans handed out list of concerns re Sembler development for our perusal. Dan White updated us on Harold Avenue save-the-trees scenario which is currently in mediation with Justice Center of Atlanta. Alternative and more ecologically sensitive plans for the lots are presented. City Council Rep Natalyn Archibong introduces her Public Safety Liaison Valencia Hudson. LC McLendon Avenue Study rep Ryan Gesser said he has been told that the crews will be out in August to do the repaving but bike lanes and sidewalk repairs are not confirmed. There was an immediate vote to keep the meeting to one hour. VP-Finance Kristin Chapman presented treasurer's report. VP-Public Safety Carol Mercer and her police pals said "there isn't much to report" yet there was discussion of some quality of life issues, three new scooter officers, some plant rustlers, parking problems, and an incident of a man exposing himself/making lewd remarks. There are websites available to check sex offenders and parolees in the hood. Complaints again have surfaced about leaf bag pick-up. Southerland Place creek and plant violations were also discussed. For more information contact Valencia Hudson Public Safety Rep for Natalyn Archibong. Mr Jash Perry, also from Ms. Archibong's office, requested LCN feedback on the Sembler development. VP-Communications Teri Stewart announced LC Good Neighbor Award winners and pleaded for a LCN archivist. President Susan Beeching spoke re Sembler zoning request from C3 to C1 which affects density and greenspace. A zoning manual was available for perusal. City Council will vote on April 2.A SCALE flyer was then handed out. Kristin Chapman attended the last NPU-N meeting for Geoffrey Dunne and reported that Police Zone 6 will expand,GA DOT is buying up much city land and Inman Park Festival will be April 25-27. VP-Zoning Kathy Evans announced that there is a special "protective interest designation" for trees and greenspace. Special guest Karen Huebner also suggested contacting City Council Rep.Mary Norwood re infill task force. Kathy Evans and Dan White gave an update on the Harold Avenue development--it will be two houses only on two lots only. Developer Robert Reed has been informed. City Tree Commission voting is deferred until mediation with Justice Center. The proposed Sembler mall moved forward with the March 13 BZA's granting of no deferral and C-1 designation. The future of DeKalb Avenue is discussed. Length of LCN monthly meeting is debated with Bob Schreiber suggesting 5 minute speaker time limit. All agreed 2 hours is long enough. A LCN archivist is sorely needed. Vote to keep meting time to one hour. A later vote at 8:00 extends the meeting till 9:00. Office McGee (APD) states that burglars were arrested and stresses correct parking for motor vehicles in the neighborhood. APD will begin ticketing for cars parked incorrectly. You must park on the right side of the street and stay off the sidewalk. VP Finance, Kristin Chapman, not present but had provided a hand out on the 2003 budget. If all projected costs and allocations are spent, we will have $79 at the end of the year. VP Communication, Teri Stewart, reminds attendees to make nominations for the Good Neighbor Awards and that the mailbox at 301 Gordon Ave is there for neighborhood use. Judy Butler of SCALE gives an update on the Sembler Project at the AGL property on Moreland and provides the current site plan for review. Ryan Gesser volunteers to fill the vacancy as the neighborhood liaison on the McLendon Ave Study. NPU Representative, Geoffrey Dunne, presents variances. The variance for 1675 Muriel is withdrawn. 1804 Marlbrook (Will Colley) is postponed. 591, 595 and 601 Harold Avenue is presented by Clayton Preston & Robert Reed. They have not yet requested a variance but are presenting the alternatives for these three properties to give the neighbors an idea of the variances required to save the mature trees and preserve the stream buffer. Robert Reed proposes a shared bridge to save trees, to reposition houses which will require a side yard set back variance and a backyard set back variance. Houses will be approximately 2600 square feet. Asking price $600,000. Validity of middle lot debatable. Much discussion. However, until the middle lot is established as buildable, discussion is moot. Motion to postpone the discussion until the status of the lot is confirmed by the city. These are the lots mentioned at the January meeting in regards to the cutting of mature trees. Due to the actions of concerned neighbors, a hearing is scheduled for March 19th to appeal the cutting of the trees. Jash Perry from Natalyn Archibong's office confirmed that as of today, there is a stop-work order on the property pending the outcome of the hearing. Brian Otis asks for volunteers for an April 7th landscaping workday at Clifton Presbyterian Church. Elizabeth Knowlton updates us about the pledge cards for the #3 bus, to be stuffed in the April Newsletter. Bruce Fort calls for Spring Fling volunteers. Possible date the first weekend in May. Sixteen (16) neighbors in attendance. Also in attendance were Natalyn Archibong and her assistants, Bruce Morton and Jash Perry. Vote to keep meeting to one hour not taken due to general acknowledgement that meeting will take longer due to numerous agenda items. President's Report - Paul Hayward, Peavine Watershed Alliance, updated us on the current status of the EPA 319 Grant. Due to difficulties & delays with DeKalb county, none of the $250,000 has been released as of yet. - Two representatives volunteer to attend two VOTE SMART seminars in February. Landi Dunne and Teri Stewart volunteer. - Judy Butler, representative of SCALE and Edgewood resident, presents concerns of adjacent neighbors over the AGL/Sembler development on Moreland Avenue. SCALE is calling for neighborhood friendly, neighborhood scale development vs. the mega retail being proposed by Sembler. SCALE seeking support of Lake Claire and will return in February, hopefully to reach more neighbors and update us on the status of the project. Public Safety - Atlanta Police Officers Watson and McGee updated us on the "Bump and Rob Her" scheme. A man in a silver Honda is preying on women, the most recent attack being over near Emory. A dead man was found in Candler Park, "not a homicide". They will start ticketing for parking violations in February. - Carol Mercer, VP Public Safety, reported on car break-ins and robberies. One suspect has been apprehended. Treasurer - Kristin Chapman presented the Treasurer's report and the 2003 budget. Communications - Teri Stewart announces the neighborhood mailbox at 301 Gordon and the Lake Claire Good Neighbor Awards (to be announced in the March newsletter) Zoning - Geoffrey Dunne, acting as Zoning VP, presents 1804 McLendon for the second time. The owner is requesting a set back variance in order to build the house closer to the street in order to save some large trees. Will Colley, White Collar Construction, is still without a specific site plan. There are also two letters of objection from neighbors in proximity to the site. There are two letters of support, as well. Neighbors vote 10 against, 1 in favor on the variance request due to the lack of specific plans as well as the two letters of objection. Announcements Elizabeth Knowlton updates us on her efforts to increase ridership of the #3 bus. She wants to produce postcards to be stuffed in the newsletter in March. President wants a small amendment to the by laws. One requirement of running for office is that a candidate has to have attended at least four meetings during the calendar year. As our search for officers begins in September and ends in October with elections in November, she would like to see the by laws read "attend four meetings during the previous 12 months". She feels that this would open the board to a larger group of neighbors. The vote will occur in February. Kathy Evans speaks on behalf of the 3 lots on Harold Ave slated for clear cut. Allegedly, clear-cut costs $2500 in recompense and $8,000 in labor, making it cost effective for developers to just pay fines to remove mature canopy trees. Ms. Evans encourages community involvement. She is appointed and seconded for the position of VP of Planning & Zoning, currently an unfilled board position. City Council Rep, Natalyn Archibong, introduces her support for a "no smoking ordinance" for the City of Atlanta. She introduces us also to her assistant, Jash Perry, her community liaison. She introduces Bruce Morton, Tree Commissioner and Environmental Advisor. Mr. Hayward to update LC neighbors at regular meeting. 4) VOTE SMART needs neighborhood representatives to attend their Feb 11-12 informational seminar. 5) City Directory has requested a copy of the Lake Claire by- laws. 6) Bob Schrieber brings updated information on pari-mutuel betting issue in special entertainment districts. He expressed concern that the vote taken on this issue at the November 2002 meeting did not receive the appropriate follow up and thus was a wasted effort. The City voted to allow pari-mutuel betting without the benefit of knowing Lake Claire's stance.
